AI Chatbots Provide ‘Misleading and Partial’ Voting Advice, Claims Dutch Watchdog

AI chatbots are proving to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democracy just eight days before national elections.

Testing Reveals Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the watchdog explained in a report published ahead of the late October vote.

In more than half of the cases, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the voter’s query precisely aligns with the positions of these political entities, the study indicated.

Authority Figure Cautions Against Using AI Chatbots for Voting Guidance

The vice-chair of the AP, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their political views, she added.

“This directly impacts a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”

Election Context and Party Dynamics

The Dutch head to the polls on October 29 in an election that will be keenly observed around Europe for the showing of the Freedom party.

The right-leaning group of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.

Every significant political faction have ruled out an alliance with the PVV, meaning the party that comes second is highly probable to supply the future head of government.

Unintentional Bias Linked to Chatbot Functioning

The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the manner in which AI assistants function.
